The original Cumberland County safety building, including the 911 call and dispatch center, was located within the basement of the County Prison.  In 2009, the County put out to bid a new facility to meet its need for a new state-of-the-art complex that incorporated the communications tower located onsite.

The secure sections of the new Cumberland County Public Safety Building are separated from the exterior and public areas with blast resistant construction designed to meet the requirements of FEMA 361, including the ability to withstand winds of 190 MPH.  Natural physical barriers keep motor vehicles at a standoff distance of 30 feet.

The likelihood of severe weather events presented design and engineering challenges, since the facility must operate continually. Solutions included multiple generators that provide 150% backup power with onsite fuel storage.  HVAC systems are installed within the building, which enables them to be closed off entirely from the exterior in the event of the presence of airborne contaminants.  Computer areas reject heat to the heat-pump water loop and provide the majority of heat for the building, which greatly reduces the load on the boiler.

Plumbing includes domestic water, sewer and vent piping, as well as a wet sprinkler system and clean agent fire protection system for emergency operations centers.  Electrical design includes lighting, power distribution, and low voltage systems.
